The official descriptions state that the Enterprise Program is for creating in-house, proprietary applications. Does this mean you can’t do that with the Standard, i.e. the Standard apps must be submitted through the App Store? Does being an Enterprise Developer restrict you from submitting apps to the Store? Can a company register as a Standard Developer if they intend to sell the apps that they create?

no both developer can submit their apps to the apps store
the difference is the way you designed the apps
if you just made them at home then you will need the enterprise program
if you did it for a business you will want the standard
